		<description>TransCanada is now trying to change the rules of the game on the Keystone XL pipeline.

It has asked the South Dakota Public Utilities Commission to change the approval conditions the Commissioners put on the pipeline. This is not a normal thing to do.

Some of TransCanada&#039;s proposed changes would take conditions that benefit landowners and make them more beneficial to TransCanada instead. Landowners who have fossils on their property could be particularly damaged by TransCanada&#039;s proposed changes. The PUC will vote on May 4 whether to accept TransCanada&#039;s changes.
